Correct

Stars that do not rise or set are called circumpolar stars. These stars appear to orbit the celestial poles. The number of circumpolar stars you can see in the sky depends on your latitude. For someone on the equator, no stars would be circumpolar. The greater your latitude, the more circumpolar stars there are. For someone at the North or South pole, all stars in the sky would be circumpolar.

The stars that make circles around Polaris are circumpolar stars. This is seen from Canary Islands, Spain.

This is seen from Mauna Kea,Hawaii. Notice that there are less circumpolar stars than at Canary Islands because Mauna Kea is closer to the equator.
